Add Pi wake-agent watcher: pi_wake_agent.py + spec + tests

Dedicated repo for the DOLPHIN/pi wake timer (§3.4 AGENT_ONBOARDING_GENERAL_DOCUMENT.md).
Gathers only the waker artefacts: the timer script, its tool spec, and the 38 unit tests.
Committed as pool4.
